This publication provides the criteria for the development of courses to deliver training in human element leadership and management, at operational and management levels, in accordance with international regulations for seafarer training.


Training courses developed in line with the criterias set out in this publications, delivered at centres approved by the Maritime and Coastguar Agency (MCA), will cover:

- At operational level (section 2) – the mandatory requirements relevant to the application of leadership and teamworking skills and, when combined with tasks within the deck and engineer officer Training Record Books (TRB)*, to bridge and engine-room resource management;

- At management level (section 3) – the mandatory requirements relevant to the use of leadership and managerial skills.

*Appropriate sea service combined with approved simulator training/assessment may be utilised. Where completion of the MNTB TRB is not part of the training course, Navigation Aids and Equipment Simulator Training (NAEST) is accepted for this purpose for deck officer candidates.



The specifications described in this document have been developed by the Merchant Navy Training Board (MNTB) in conjunction with the Maritime and Coastguard Agency (MCA).


The MCA has agreed with the MNTB that the specifications described in this document will satisfy the requirements for approved training. Conditions for MCA approval of short courses are contained in Annex A, which should be used in conjunction with the MCA guide to approval of regulatory training requirements.
